Assessment of Federal Equity Action Plans

In response to President Biden’s Executive Order 13985, “Advancing Racial Equity and Support for Underserved Communities Through the Federal Government,” 90 federal agencies and departments released Equity Action Plans (EAPs) in early 2022. Over the past months, Race Forward and PolicyLink reviewed 30 of the plans to examine the degree to which the plans lay the groundwork for meaningful action to advance racial equity.  
 
In this landmark report, Assessment of Federal Equity Action Plans, Race Forward and PolicyLink share their findings. This report revisits the process and considers the strengths and areas for improvement in these first-ever federal government EAPs.  The report concludes by offering recommendations for how an EAP process may be strengthened if there is an opportunity to do so.  
 
As The White House noted: “Advancing equity is not a one-year project; it is a generational commitment that will require sustained leadership and partnership with all communities.”  This report is provided to encourage responsible parties to focus on and strive for continuous improvement as well as to make real on the aspiration of an equitable future where all can prosper.
